Spill Prevention Control and Countermeasure Plans are required by the Environmental Protection Agency to prevent discharge of oil into navigable waters of the United States or adjoining shorelines as opposed to response and cleanup after a spill occurs. Preparation of the SPCC plan requires an onsite to review the containment system and must be certified by a licensed Professional Engineer.
